In Need Of Your Help – PHP/MySQL Website Script

I’m currently looking at creating a new site and have an idea of what I want but don’t know what software I can use to achieve it, it will be a bit like Amazon but without the ability to buy and will be a product review site, the idea is that it will be easily customisable and look something like my rough draught:
The main issue is I have literally no money and need to be able to do this for free!
Anyone have any Ideas?
